The FSC Chairmanship rotates three times a year. The Chairmanship takes the lead in setting the agenda for each meeting and brings attention to issues concerning the implementation of commitments adopted by the Forum. The FSC Chairperson is assisted by the incoming and the outgoing Chairperson, who together form the FSC Troika.

Currently, the FSC Chairmanship is held by Latvia. The first Chairmanship in 2012 was held by Kyrgyzstan, and the former Yugoslav Republic of Macedonia will hold the third one. The three successive Chairmanships each year jointly develop the Tentative Annual Working Programme of the FSC.
