The 1994 OSCE Principles Governing Non-Proliferation outlined the commitment of the participating States to prevent the proliferation of weapons of mass destruction. These weapons include nuclear, chemical and biological weapons, as well as technology used for their delivery.

The Special Meeting on Non-proliferation in June 2005 called for a greater OSCE role in assisting states in implementing United Nations Security Council Resolution 1540 on non-proliferation of weapons of mass destruction. Accordingly, the FSC adopted a decision on supporting the implementation of the resolution that was subsequently endorsed by the OSCE Ministerial Council in December 2005.

In November 2006, the OSCE again addressed the issue of combating proliferation of weapons of mass destruction at the Workshop on the Implementation of the UN Security Council Resolution 1540. The issue of broader support for UN non-proliferation efforts in current security conditions remains high on the FSC agenda under its Security Dialogue.
