Assistance with ammunition
The OSCE Document on Stockpiles of Conventional Ammunition (SCA) outlines criteria for identifying surplus stockpiles of conventional ammunition, explosive material or detonating devices that pose a security risk. The document also established a mechanism for providing external assistance to requesting participating States to address this risk. Apart from funding, the OSCE may also provide assistance in the following areas:
- Collecting information on the needs expressed by participating States through the questionnaires mentioned in Decision No. 15/02, Section V;
- Providing risk assessments and advice on stockpile management and destruction;
- Providing help in elaborating a programme for the destruction of surplus stockpiles or enhancement of their management, involving the evaluation of the scope and nature of the affected operations, the necessary technical means and other necessary resources;
- Assisting the requesting State in defining projects (pre-feasibility stage) by setting up multinational expert assistance teams to conduct a preliminary assessment of the local situation (may also be carried out in co-operation with other international actors);
- Assisting the requesting State in training personnel involved in the destruction of conventional ammunition, explosive material or detonating devices, as well as in stockpile management and security.

OSCE participating States interested in receiving assistance with conventional ammunition in the areas described above are encouraged to submit the model questionnaire available on the right to the Forum for Security Co-operation (FSC).
OSCE participating States interested in providing assistance to other States in the areas described above may obtain a model questionnaire for donors, also available on the right.
