General Minimum Requirements |

Excellent physical condition

Possession of a valid automobile driving license and ability to drive using manual transmission

Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements |
|
The general minimum requirements for working in this field of expertise are:

Graduation from a recognized police training school

Negotiating and interpersonal skills

Ability to read and utilise maps

Ability to perform first aid
-
Regular, active police service experience

Very good oral and written English communication skills

Knowledge of International Police Standards and human rights

Level of Professional Competence Requirements |
|
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses on human resources management and general police management
Experience:
Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

Mission Specific Requirements |
|
Additionally, this particular post has specific requirements:
Mandatory:

Holding a recognized national or international qualification in Police Training
-
Extensive experience in international training development methodologies and public administration including international reform and development
-
Previous experience in a supervisory or managerial position
-
Demonstrated strong analytical and reporting skills
-
Demonstrated ability and willingness to work as a member of a team, with people of different cultural, religious, gender backgrounds and diverse political views while maintaining impartiality and objectivity
-
Flexibility and ability to work under pressure and within limited time frames
-
Ability to operate windows applications, including word processing and email
Desirable:
-
Knowledge of the historical and current socio-political situation in the Mission area
-
Previous field experience of similar function in an international environment;

Tasks and Responsibilities |
|
Under the overall guidance of the Head of the Public Safety and Community Outreach (PSCO) Department, and under the direct supervision of the Chief of Police Development Unit, the Chief of Training:
-
Manages all aspects of the Police Development Unit (PDU) Training Division;

Supports the Chief of Unit in dealing with PDU Administration, project and reporting issues;
-
Provides recommendations to the Unit's leadership, Ministry of Internal Affairs and other partners in the analysis, development, implementation and evaluation of police training strategies;
-
Implements or assists in the implementation of police training strategies/initiatives that respond to identified needs from the OSCE, national and international partners, within the frame of Mission's mandate and available resources;

Manages the design/formulation of the budget, action planning and daily operational schedules of the Training Division and supports the Chief of Unit in the same aspects related to the Management Division;

Monitors and reports on the effectiveness of police training activities/projects and method of implementation to ensure compliance with acceptable OSCE standards and best practices;

Establishes and maintains a close, productive, co-operative working relationship between all OSCE staff, government officials, international organizations which work on police training activities and projects;

Supervises the work of 3 international and 4 national staff;

Performs other duties as required.
