The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

• Graduation from a recognized police training school
• Negotiating and interpersonal skills
• Ability to read and utilise maps
• Ability to perform first aid
• Regular, active police service experience
• Very good oral and written English communication skills
• Knowledge of International Police Standards and human rights

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Graduation from a recognized police training school

Experience:

Minimum 8 years of regular, active police service experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

• Experience in working for a recognized law enforcement agency in training needs analysis, curriculum development, implementation and evaluation of police training courses
• Experience with implementation and management of community policing in the wider field of community safety programs
• Experience in project management, planning and strategic development, including evaluation of effectiveness
• Facilitation, coaching, mentoring and mediation skills, and problem solving capacity
• Effective oral and written communication and presentation skills
• Cultural sensitivity and judgment
• Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint)
• Flexibility and ability to work under pressure and with limited time frames
• Ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity

Desirable:

• Previous work experience with an international organization and/or experience in field missions within the reform of police education and/or training systems
• Previous experience in management of police training and/or community policing

Tasks and Responsibilities

Under overall guidance and direct supervision of the Police Development Department's Chief of Police Affairs, the Police Adviser:

1. Provides recommendations to the Department's and Unit's leadership, Ministry of Internal Affairs and other partners in the analysis, development, implementation and evaluation of the police training programmes and community policing strategies;
2. Plans/Assists in the implementation of other training or community policing initiatives that respond to identified needs from the OSCE, national and international partners, within the frame of mission's mandate and available resources;
3. Delivers training, co-training, coaching and mentoring to national police trainers using Adult Learning Strategies consistent with the OSCE principles and methodologies;
4. Monitors, mentors and guides the national counterparts on implementation of the existing Community Policing structure in the Host Country;
5. Organizes, facilitates or participates in various meetings or working groups with national and international partners, reporting through the established channels, following the mission's standard procedures and guidelines;
6. Ensures that human rights standards, police ethics and gender equality and other internationally recognized principles are integrated into decentralized applied police training and democratic policing;
7. Supervises one staff member;
8. Perform other related work as assigned.
