University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)

Education:
Advanced education/certified training course in a relevant field desirable
Experience:
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mandatory:

Sound experience in programme management, including finance, planning, implementation, monitoring, evaluation/controlling and reporting

Proven experience in budgeting and budget management

Good communication and drafting skills

Knowledge of the OSCE mandate

Professional fluency in the English language, oral and written

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious;
backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity

Ability to operate windows applications, including word processing and e-mail
Desirable:

Previous international work experience and/or experience in field missions

Previous experience in the CIS countries

Working knowledge of the Russian language

Tasks and Responsibilities |
|
The Programme Coordinator is the Centre's focal point for co-ordination of all programmes and drafting the Centre's Programme budgeting documents. The Programme Coordinator also liaises with the Secretariat (Central Asia desk and the Programming and Evaluation Support Unit) in developing project activities of the Centre.
Under the supervision of the Head of Centre and the Deputy Head of Centre, the Programme Co-ordinator:

Co-ordinates the Centre's Programme Budgeting cycle, including the drafting of relevant strategy documents (Programme Outline, Unified Budget proposal, Programme Budget Performance Report) and the elaboration of associated planning schedules;

Oversees the planning, approval, implementation and evaluation of the Centre's Unified Budget and Extra-Budgetary projects;
-
Supports the Centre's staff in the planning, monitoring and evaluation of their projects and programmes;

Ensures regular communication with the Centre's existing and potential extra-budgetary donors, especially the submission of project reports as required by donors;
-
Supports the Head of Centre and the Chief of Fund Administration in the review and revision of administrative practices to ensure effective and efficient programme delivery;

Acts as training focal point for the Centre;
-
Supervises five Programme Assistants in the regions (PAs) and ensures that the Senior Political Officer is abreast of developments as reported by the PAs.
