Administration and support work provides a variety of day-to-day specialized support services for the substantive activities of the organization and required to make a field activity operational.

Minimum requirements common to all administrative positions

  • Supervisory and management experience
  • Strong interpersonal, analytical and organizational skills
  • Good oral and written communication skills

Desirable

  • Previous international field experience
  • Leadership skills

Administration and support work may include:

Communications

Minimum requirements

  • University degree in telecommunications, electronic engineering or related field or relevant experience in information, communications or networking
  • Relevant professional experience in the design, implementation and operation of complex communications networks including the implementation of international communications projects
  • Ability to provide technical advice and guidance, and to plan for the introduction and use of a wide range of communications equipment in field locations
  • Knowledge of mobile and base station radio, satellite, PTT and cellular systems in support of voice and data communications systems.

Information technology and information management

Minimum requirements

  • Degree in computer science or related field or proven 2 years professional experience in managing information systems and supporting users
  • Experience of Windows NT 4.0 workstation and server, MS Office Suite, Internet with emphasis on network administration
  • Demonstrated planning and organizational skills in a technology environment with the ability to work effectively in a fast-paced, demanding environment with multiple priorities

Security

Minimum requirements

  • University degree in a field related to security and safety matters or evidence of specialized training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions

Desirable

  • Police/military background

Transportation

Minimum requirements

  • Relevant experience in transportation/shipping matters
  • Technical knowledge of transportation/shipping terminology and packing systems associated with international purchasing and transportation

Supply and logistics

Minimum requirements

  • University degree in logistics, business/public administration, engineering or related field or proven experience in any discipline of logistics management and support, such as procurement, mission management, inventory or warehouse management and support

Desirable

  • Experience working in international field mission operations and/or military logistics related activities
  • Experience in administrative project management and development

Procurement

Minimum requirements

  • University degree in business administration, management, commerce or commercial law, economics or related field or relevant professional experience in procurement and contracting
  • Very good negotiation skills

Budget and finance

Minimum requirements

  • Degree in accounting, finance, business administration or related field or certification from a recognized accounting institution or relevant professional experience in budget, accounting or finance
  • Knowledge and experience working with computerized financial systems and in utilizing computers including word processing, spreadsheet and database software

Desirable

  • Working knowledge of financial packages including Oracle

General administration

Minimum requirements

  • Degree in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organizational skills

Desirable

  • Knowledge of the OSCE administrative regulations, rules, policies and practices

Human resources management

Minimum requirements

  • University degree in human resources, personnel management, public/business administration, or related field or proven professional experience in personnel management and administration, including recruiting, contracting and entitlements administration
  • Strong analytical and problem solving skills

Desirable

  • Experience working with human resources management information systems

Training

Minimum requirements

  • University degree in human resources management, public administration, international relations, international law or other related field
  • Proven experience in adult education or in the design, development, management and implementation of training courses for staff development
  • Ability to write and edit training materials
  • Good presentation and communications skills
  • Sound computer skills to include MS Power Point
  • Familiarity with multimedia presentation equipment

Desirable

  • Experience using graphic design software

Buildings management

Minimum requirements

  • University degree in civil or mechanical engineering, architecture, facility management or related technical field and/or proven professional experience in buildings management, construction, site inspection/engineering, sanitary and/or electrical engineering or related work in an international context combined with solid knowledge in the field of construction
  • Experience in the implementation of CAFM (Computer Aided Facility Management) systems
