Operational planning and analysis

In its planning capacity, the Planning and Analysis Team (PAT) co-ordinates operational planning activities related to the restructuring and closure of Field Operations.  In doing so, it works closely with the CPC’s Policy Support Service, the Office of the Secretary General, the Department for Management and Finance, the Department of Human Resources, and the corresponding staff in Field Operations. PAT maintains operational guidelines on the establishment, restructuring, and closure of activities in the field

PAT also provides analytical support to the Chairmanship and senior management of the Secretariat in the fields of early warning, early action, conflict prevention, crisis management and post-conflict rehabilitation. It plays a co-ordinating role in the organization of the Annual Security Review Conference and supports the Security Committee. PAT has also implemented and institutionalized common organizational practices, such as the debriefing of senior OSCE officials in Field Operations, for purposes of lessons learning with a view to enhancing the effectiveness and impact of OSCE Field Operations and preserving institutional memory. In this capacity, it works closely with other international organizations. It has also taken on an active role in developing a mediation support capacity and fulfils the function of Mediation Focal Point within the Organization. PAT further assists the Chairmanship and the participating States in their review of existing OSCE Mechanisms and Procedures related to conflict prevention, risk reduction, and crisis management.

PAT, together with the Situation / Communications Room, is part of the Operations Service within the Conflict Prevention Centre.
