Operational planning and co-ordination
The Operations Service in the Conflict Prevention Centre acts as the primary point of co-ordination for operational planning within the OSCE Secretariat. The Service provides the framework for the initial build-up and management of future field deployments, enhancements, downsizings and closures. It also ensures close co-ordination with international partner organizations on issues directly linked to operational activities.
Lessons learned
In line with its responsibility to generate reports on lessons learned, the Service is beginning to do so on a thematic basis. The aim is to provide constructive, forward-looking guidance for future activities and to maintain expertise and institutional memory. This is achieved by evaluating activities in a thematic field and analyzing the generic relevance of the findings for future activities.
Early warning
The Service enhances the early warning capacity of the OSCE Secretariat and the Chairmanship by supporting the Policy Support Service in assessing the development of trends and security concerns. It monitors these assessments and provides in-depth analysis of early warning cases whenever needed.
Analysis
The Service further supports the Secretariat, Chairmanship and Delegations by providing background and analysis papers in support, for example, of relevant OSCE Committees and Working Groups. The Service also plays a major role in assisting the Chairmanship with carrying out the Annual Security Review Conference.
