Cyber attacks are an ever evolving security challenge and have the potential to disrupt the lives and livelihoods of people, societies and business around the globe. Given the rapidly changing nature of this phenomenon, it can be difficult to establish fact from fiction.
This year’s OSCE Chairmanship Cyber Showcase Event is intended to provide a platform to those who should know – those spending their entire professional life tracking cyber-attacks both, from the government and non-government side.
Given the high significance of the attribution challenge to international debates and efforts related to cyber/ICT security, this event will attempt to draw conclusions on how much scope there is for building “impartial” verification into the OSCE cyber/ICT security Confidence-Building Measures (CBMs) process, designed to reduce the risks of tension stemming from the use of ICTs between States.
The core of the event is a “World Café” during which participants will split up in groups, giving them a chance to discuss some of the major questions related to the attribution challenge and its implications for international cyber/ICT security policy.
Participants will later in the day continue the theme of making cyberspace more predictable and finding ways of addressing potential misunderstandings related to the use of ICTs through the meaningful implementation of the Cyber/ICT security CBMs. Specifically, the University of Florence will present its research project on the challenges OSCE participating States face with implementing the Cyber/ICT security CBMs.
Invitations were sent to all OSCE participating States to register participants from the worlds of business, academia and civil society alongside government representatives.
