The purpose of this seminar is to enhance the capacity of the penitentiary system to prevent, detect and counter extremist and radical tendencies, behaviour and actions that could lead to terrorism, as well as to examine human-rights aspects that need to be adhered to when conducting such operations. 

Some 35 participants, including officials from the State Penitentiary Service, the State Committee of National Security and Kyrgyzstan’s Interior Ministry; local and international experts from Kazakhstan and Russia; and representatives of the UN Office on Drugs and Crime will take part in the seminar.
