OSCE Centre in Bishkek supports roundtable discussion on identifying the training needs of parliamentary staff
The OSCE Centre in Bishkek supported a roundtable discussion in the Kyrgyz capital on 2 December 2016 focusing on the results of a needs assessment study by the Academy of Public Administration under the President of the Kyrgyz Republic (APAPKR) to identify the training requirements of parliamentary staff. It is first time Kyrgyzstan has conducted this kind of assessment since the country’s independence.
The event brought together about 50 participants, including members of the parliament (Jogorku Kenesh), parliamentary staff, representatives of the government and the Academy. The participants learned about the results of the research and discussed the recommendations on how to train parliamentary staff.
“The apparatus of the Jogorku Kenesh is one of the key elements of Kyrgyzstan’s public administration system. Therefore it is important to explore its potential and identify the ways of improving the professional skills of its staff,” said Almaz Nasyrov, Rector of the APAPKR.
Valeriu Chiveri, Deputy Head of the OSCE Centre in Bishkek, said: “The OSCE Centre in Bishkek is ready to assist in professionally enhancing the capacity of the parliament’s human resources based on the recommendations of the report.” He added that “improving parliament’s human resources will lead to the more efficient implementation of its main functions and, the more successful development of parliamentary democracy.”
The event was organized as part of the OSCE Centre’s project on strengthening democratic governance in Kyrgyzstan.
