OSCE and partners support orientation seminar for members and staff of Kyrgyz parliament
BISHKEK, 25 April 2016 – A three-day OSCE-supported orientation seminar for some forty members of parliament and new parliamentary staff on the role and functions of Kyrgyzstan’s 120-seat legislature, the Jogorku Kenesh, concluded today at the Suparu ethno-complex outside Bishkek.
The event is co-organized by the OSCE Centre in Bishkek, the United Nations Development Programme (UNDP), the Friedrich Ebert Stiftung and the Westminster Foundation for Democracy in Kyrgyzstan.
"Promoting solid legislation and consolidating the rule of law has been and remains a key function of the Jokorgu Kenesh,” said Maciej Dachowski, Head of the Politico-military Dimension at the OSCE Centre in Bishkek. “The quality, and not the quantity of laws, is an efficiency indicator of a democratic parliament’s work.”
Representatives of international organizations, national experts and former members of parliament delivered presentations on the functions of a democratic parliament, including its legislative functions; the oversight role of governmental policies and reforms as well as issues related to the national parliament structure and the internal rules and procedures governing its work.
This is the second orientation seminar delivered to parliamentarians following the parliamentary elections held in October 2015.
The event is part of the OSCE Centre’s project on strengthening democratic governance in Kyrgyzstan.
