OSCE to develop guide on protecting critical energy infrastructure from terrorists

The OSCE Transnational Threats Department organized a stakeholder consultation meeting to discuss an OSCE project on protecting non-nuclear critical energy infrastructure from terrorist attacks on 11 October 2012 in Vienna. 

Fifteen experts from OSCE participating States the European Union, the NATO-Partnership for Peace (PfP), the private sector and the OSCE met to discuss challenges, needs, and gaps in this area, and the expectations for the development of a good practices guide under the project.

The guide will be designed to raise awareness of the risk of terrorist threat to non-nuclear critical energy infrastructure, particularly on industrial control systems and cyber-related infrastructure and to promote the implementation of good practices for protecting this infrastructure.

The “Good Practices Guide on Non-Nuclear Critical Energy Infrastructure Protection from Terrorist Attacks” project, which focuses on threats emanating from cyberspace, has received voluntary funding from the United States.
