Countering threats to civil aviation

Man-Portable Air Defence Systems (MANPADS) in the hands of terrorists are a growing threat to civil aviation. The ATU and the ICAO are co-operating to find ways to counter this threat and to identify what national authorities can do to reduce the possibility of MANPADS attacks against aircraft in and around their civilian airports, and how to respond to such a contingency. In January 2004, the ATU and the ICAO hosted an international workshop on the issue, which was attended by 170 representatives from 52 OSCE participating States as well as civil aviation security and counter-terrorism experts from relevant international, regional, and sub-regional organizations such as i.a. NATO, the Collective Security Treaty Organization and the European Commission. For more information, please contact ATU directly.
