Turkmenistan’s lawmakers discuss legislative practices at OSCE course
ASHGABAT, 28 July 2015 – Members of the Mejlis (parliament) of Turkmenistan and lawyers of the National Institute of Democracy and Human Rights under the President of Turkmenistan are taking part in a three-day OSCE-supported course that began in Ashgabat today on article-by-article analysis of draft laws.
The training course will present the best methods of regulatory impact assessment and fundamental principles of the law-drafting process. An international expert will elaborate the contemporary techniques of draft law analysis and best practices of other OSCE participating States.
“Lawmakers have an important task and that is to draft national laws in compliance with international law standards while also applying effective up-to-date legislative drafting techniques,” said Ambassador Ivo Petrov, Head of the OSCE Centre in Ashgabat. “Regular exchanges of best legislative practices are essential for successfully implementing the legal reforms that Turkmenistan is committed to, and the OSCE Centre in Ashgabat will continue providing support in this area.”
The course participants will discuss the importance of co-operation and interaction between the parliament and government at all stages of the legislative process. They will also engage in group work to analyze examples of different parts of laws and discuss the results with the international expert and their counterparts.
