Parliamentarians from Turkmenistan discuss law-making practices during OSCE-organized visit to Belarus
ASHGABAT, 29 August 2014 – Practical aspects of legislative drafting were the focus of an OSCE-organized study visit to Belarus by law-makers from Turkmenistan, which ended in Minsk today.
The delegation from Turkmenistan was composed of four members of the Mejlis (parliament) and a representative of the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan.
The OSCE Centre in Ashgabat, in co-operation with the Centre of the Foreign Policy and Security Research of the Belarusian State University, organized the five-day working visit to introduce law-makers from Turkmenistan to the legislative process in Belarus.
“Legislative drafting is a complex process involving several phases and various actors. Advancing legislative techniques of all those who are involved in law-making and the exchange of practices are essential for ensuring the effectiveness of the legislative process,” said Ambassador Ivo Petrov, Head of the OSCE Centre in Ashgabat. “It is our strong belief that this working visit will facilitate the exchange of best law-making practices among these two OSCE participating States.”
During the visit, the delegation members visited the Parliament of Belarus and discussed legislative practices with representatives of the Council of the Republic and the committee on legislation, the committee on budget and finance as well as the committees on human rights, inter-ethnic affairs and mass media. They also had meetings with representatives of the Ministry of Justice and the National Centre for Legislation and Research as well as non-governmental organizations participating in the law-making process.
