The Presence assisted the country in establishing a computerized National Register of Civil Status (NRCS), which contains the civil status data of all citizens. The Register was made possible through the development of an electronic information infrastructure.
The Presence is assisting the Ministry of Interior in creating a comprehensive and reliable administrative address system. The GIS-based National Register of Addresses will be connected to the NRCS to guarantee a uniform and unique link between a person and an existing address. As public service tools, the national registers will benefit both the Government and citizens.
The creation of a National Register entails responsibilities for managing and protecting large volumes of data. To ensure a proper data protection framework, the Presence supported the Government to implement a new law on personal data protection and establish the Data Protection Authority. The public will be kept informed on privacy issues through a major public awareness campaign.
To ensure effective communication during the process of modernizing the registration systems and to encourage institutional and public support, the Presence carried out a public awareness campaign. TV and radio spots explaining the benefits and procedures of the new systems were produced, as well as leaflets, posters, factsheets and brochures with frequently asked questions on the new system.
