Under the direction of the Presence's headquarters in Tirana, project offices in Shkodra, Kukes, Gjirokastra and Vlora help promote OSCE goals in Albania on regional and local levels. They participate in project initiation, development and implementation both locally and nation-wide. Project offices are staffed one international Professional  (in one case with National) and one national assistant.

A Project Office Co-ordination Unit is based in the Tirana headquarters, and also directly covers the central regions of Tirana, Durres and Elbasan, including 8 Districts, 16 Municipalities, and 87 Communes.

Project Office Shkodra has operated since June 1998, and covers the northern regions of Shkodra and Lezha, including 6 Districts, 10 Municipalities and 43 Communes.

Project Office Kukes has operated since May 1998, and covers the northern regions of Kukes and Dibra, including 6 Districts, 7 municipalities and 55 communes.

Project Office Gjirokastra has operated since October 1997, and covers the southern regions of Gjirokastra, Korca and parts of Vlora, including 9 Districts, 15 municipalities and 67 communes.

Project Office Vlora has operated since March 1998, and covers the southern regions of Vlora, Fier and Berat, which include 7 Districts, 15 municipalities and 67 communes.
