The Presence assists media institutions in aligning relevant legislation with EU standards. Activities focus on promoting a free media and freedom of expression, self-regulation, professionalism and responsibility, access to information, support to switch over from analogue to digital broadcasting and the application of ethical standards. Assistance is offered to the National Council of Radio and Television (NCRT), the Assembly Committee on Education and Media, the public broadcaster, the self-regulatory body and other national institutions and the media community in further building up their capacity to foster media independence.
The Presence assists the Government in revising media legislation, aiming to create a viable and professional media industry in line with international standards. It supports self-regulatory mechanisms to work with efficiency and play a stronger role in the development of professional standards, and raises the awareness of local authorities and the media community on access to information. It works with the OSCE Representative on Freedom of the Media and international media-related institutions and NGOs. The Presence has also supported the establishment of a national media self-regulatory body.
The Presence has provided technical expertise to the NCRT for the draft strategy on switchover from analogue to digital broadcasting, and helped organizing a national conference on this issue. It has provided comments on NCRT proposals to the draft integral media law. The Presence has worked closely with the Assembly Media and Education Committee to ensure that the process of the drafting of the integral media law is carried out in consultation with the media community and other interest groups.
