OSCE Presence in Albania

The OSCE Presence in Albania was established on 27 March 1997. It is active throughout the entire territory of Albania in giving advice and assistance to the Albanian authorities on democratization issues, the rule of law and human rights. It includes a head office in Tirana and four project offices in Shkodra, Kukes, Gjirokastra and Vlora.
The updated mandate of the Presence, approved by the OSCE Permanent Council on 18 December 2003, calls for it to assist and advise in the areas of:
- Legislative and judicial reform, including property reform;
- Regional administrative reform;
- Electoral reform;
- Parliamentary capacity-building;
- Anti-trafficking and anti-corruption;
- Media development;
- Good governance and civil society development;
- Police assistance.
Head of Presence
Ambassador Robert Bosch was appointed Head of the OSCE Presence in Albania in October 2007.
